Brown, o �nty Administrator <br />Mike Smykowski, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Recommendation of Award for RFP No. 2016042 — Automated Teller Machine <br />Services <br />BACKGROUND: <br />There are currently two Automated Teller Machines (ATMs) installed in Admin Buildings A and B. The <br />machines are owned by Oculina Bank and were placed in 2012 as the result of a request for proposals <br />(RFP) process. The current agreement expires on August 15, 2016, with no renewals available. Because <br />the machines continue to provide convenience to residents visiting the facilities as well as employees, <br />an RFP was issued to facilitate continuation of service. <br />RFP RESULTS: <br />Advertising Date: <br />RFP Opening Date: <br />DemandStar Broadcast to: <br />Specifications Requested by: <br />Replies: <br />Oculina Bank <br />June 5, 2016 <br />June 24, 2016 at 2:00 pm <br />88 Subscribers <br />12 Firms <br />1 Firm <br />Vero Beach <br />ANALYSIS: <br />As for all of our RFPs, RFQs and Bids, the RFP was advertised in the Indian River Press Journal, listed on <br />the County web site and emails were sent to the bid subscribers list. Purchasing staff also reached out <br />to local banks to notify them of the RFP's pending release. <br />The proposal received from Oculina Bank was determined to be responsive and included all requested <br />information. A selection committee was not convened, as there is no need to develop a ranking of <br />respondents. Oculina proposes to continue providing ATM service with the existing equipment and <br />maintaining the maximum transaction fee of $1.50 per withdrawal. No other fees are proposed. Staff <br />has been content with the service provided by Oculina and the ATMs have required almost no staff <br />involvement. <br />106 <br />
