Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Service <br />HE <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager A13 <br />Subject: Work Order No. 1 with Carollo Engineers, Inc., for Manhole Rehabilitation at <br />Ixora Park Subdivision. <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County Department of Utility Services (IRCDUS) owns and maintains approximately 82 <br />miles of gravity sewer mains. Some of these mains are approximately sixty (60) years old and are in <br />need of replacement or restoration. Staff elected to restore six (6) brick manholes within the Ixora <br />Park Subdivision that were constructed in 1959. Staff initially budgeted the subject work to be done <br />utilizing Glass -Fiber Reinforced Polyester (FRP) liner, which has been used in the past at lift stations. <br />Once we evaluated the in-situ conditions, staff realized the FRP method of rehabilitating these <br />manholes will cost twice the amount budgeted for the following reasons: <br />• FRP lining system will require the removal of the cone. Given that the existing cone is brick, <br />we may have to construct new cones. <br />• Removing and replacing the cones will require road restoration. Given that the base has <br />failed around the manholes, sub -grade and base work may have to be restored. <br />• Extensive maintenance of traffic (MOT) will be required for this process, which may escalate <br />the estimated cost. <br />Therefore, for all the reasons stated above, Engineering and Operations staff evaluated an epoxy <br />coating system as an alternative to the installation of the FRP liner system. <br />ANALYSIS: <br />Staff requested that Carollo Engineers Inc., who has had experience with this coating system at <br />various locations in Florida, prepare a proposal for Professional Services to assist the County in <br />preparing the technical specifications for the subject application and limited quality control/training <br />of Operations staff. The work order will be provided in accordance with the Extension and <br />Amendment of the Continuing Services Contract Agreement for Professional Services with Carollo <br />Engineers, Inc., dated November 4, 2014. The scope is more specifically described in the attached <br />Work Order No. 1. The total negotiated cost for the engineering and application services to restore <br />the brick manholes is a lump sum amount of $47,200.00, separated into three (3) tasks. <br />29 <br />
