THE NEW UMAM: PROPOSED REVISIONS TO FLORIDA'S UNIFORM MITIGATION <br />ASSESSMENT METHOD Florida's Uniform Mitigation Assessment Method (UMAM) is the primary <br />method by which regulatory agencies determine the amount of mitigation necessary to offset <br />impacts to wetlands and other surface waters and the number of mitigation credits to be assigned to <br />a mitigation bank. This course is a double session focusing on proposed revisions to the UMAM rule. <br />According to their website, the DEP intends to revise the UMAM rule to achieve more certainty and <br />consistency across the state while still accounting for each region's diverse ecological communities. <br />The goal is a more streamlined and straightforward UMAM rule that is easier to use on both ends - <br />easier for the citizens or businesses applying UMAM and for the agency staff processing the <br />applications. This course will provide a variety of perspectives from a panel of expert UMAM <br />practitioners who have been active in the efforts to revise UMAM. Audience participation is strongly <br />encouraged to provide constructive input to the Department regarding progress thus far and any <br />further improvements which may be necessary. WETLAND REGULATORY JURISDICTION OVER FARMLANDS Farmlands are subject to <br />complex set of special rules when it comes to wetland jurisdiction. Not all activities on farmlands are <br />exempt from wetland rules, and agencies in recent years arguably have increased the scope of their <br />jurisdiction over these areas. Understanding these rules is important not just for farmers, but also <br />for anybody who wants to use farmlands for other types of activities. This course will address activity <br />and geographical exemptions for farmlands under the Clean Water Act, state regulation of wetlands <br />in the farming context, and recent regulatory developments that could affect agencies'jurisdiction. <br />Excellent course designed for audience participation. This carefully designed <br />course will address practical considerations and the selection of mitigation options, including <br />economics, liability issues, and long term management requirements.
