Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: Approval of Work Authorization No. 2017-003 to Replace Water Services in Park <br />Place Mobile Home Park - Phase I, UCP #4133 <br />DESCRIPTIONS AND CONDITIONS: <br />Over the past several years, the Indian River County Department of Utilities Services (IRCDUS) has been <br />called to the Park Place Mobile Home Park for emergency repairs to various water services. The services <br />were installed in 1984, approximately 33 years ago. Instead of fixing the services when they break, IRCDUS <br />operations personnel has recommended replacingthe services in a systematic approach in orderto minimize <br />future interruption of service to our customers in this area. Therefore, staff is recommending the <br />replacement of all single and double services to the 102 mobile homes located at the northeast portion of <br />the park. <br />ANALYSIS: <br />Staff decided the most efficient and timely method to replace these lines was to utilize the IRCDUS labor <br />contractor, Blue Goose Construction. A list of the anticipated labor and material quantities was prepared <br />and bid prices from the Blue Goose Construction contract were used to calculate the labor expense. The <br />total material cost of $40,406.88 was based on unit prices derived from the Annual Contract for Utility <br />Warehouse Stock. The total labor cost estimate from Blue Goose Construction is $76,234.54 (See <br />Attachment 3). The total construction labor cost including the material cost is therefore $116,641.42. <br />FUNDING: <br />Funding forthis project is derived from the Capital budget in the Operating fund.
