Scope of Services
1. INTRODUCTION
Project design will be for the rehabilitation of the existing pavement section of 58th Avenue (Kings
Highway — CR613) between 57th Street and CR -510 utilizing a full depth reclamation process of the
existing roadway materials, constructing five-foot paved shoulders, design of left turn lanes on all
approaches to the intersection of 6911 Street, design of a traffic signal at 69th Street, replacement of the
traffic signal at 58th Avenue and CR -510, culvert extensions and replacement as needed, and the
placing of hot mix (superpave) asphalt. The length of the project is approximately 3 % miles.
The project shall utilize a full depth reclamation process to mix the existing asphalt, base, and sub -base
materials into a homogeneous mixture while adding a sufficient volume of asphalt emulsion to
produce a nine -inch thick base material with a minimum structural number of 2.24. This mixture is
graded, compacted, and resurfaced with hot mix asphalt (superpave). Construction of the five-foot
paved shoulders will utilize excess material produced from the full depth reclamation process of the
roadway. All existing above ground utility features shall be analyzed for relocation or adjustment as
part of the design process.
Project design shall include culvert extension and replacement as necessary for the project, to include
analysis of conflicts with existing utilities.
Design of pavement markings, bicycle lane markings, signage, and reflective pavement markers will be
required as part of the project.
All existing intersections containing sidewalk crossings shall be upgraded to current ADA requirements
as part of the design process, to include pedestrian crossings at signalized intersections.
All road work will be within the existing County and/or Drainage District right-of-way. The County will
provide the existing condition topographical & right of way boundary survey of above ground features
for the project.
Design of a Maintenance of Traffic Plan will not be included within the proposed RFQ requirements.
All necessary permitting for the project shall be required as part of the RFQ submittal.
This is a Florida Department of Transportation (FDOT) Small County Outreach Program (SCOP)
construction grant. Current FDOT Standard Specifications for Road and Bridge Construction shall be
utilized in the design, as well as Indian River County Traffic Engineering Division Special Conditions for
Right -of -Way Construction.
Pilo
