Brown; County Administrator <br />THROUGH: Stan Boling, AICP; Community Development Director <br />Phil Matson, AICP; MPO Staff Director <br />FROM: Brian Freeman, AICP; Senior Transportation Planner <br />DATE: June 7, 2017 <br />SUBJECT: Approval of Sublease with the Senior Resource Association for the Main Transit <br />Hub <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of June 20, 2017. <br />DESCRIPTION & CONDITIONS <br />The Senior Resource Association (SRA) is Indian River County's Community Transportation <br />Coordinator (CTC) and public transportation operator. SRA operates the GoLine fixed -route <br />system which uses as its main transit hub the recently constructed facility located at 1225 16t' <br />Street, Vero Beach. That facility, which was built by the County on land that is leased from the <br />City of Vero Beach, was constructed with grant funding from the Federal Transit Administration <br />(FTA). <br />Because Indian River County is the recipient of federal grant funding for public transportation, <br />and because the facility is located on land owned by the City of Vero Beach and leased to the <br />County, the County is seeking at this time to enter into a formal sublease agreement with SRA for <br />the use of the Main Transit Hub (Attachment 1). In addition to clarifying roles and responsibilities <br />with respect to the use and operation of the Main Transit Hub, the attached sublease enables the <br />SRA to enter into agreements for necessary utility services, such as water and sewer, as the legal <br />tenant of the premises. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the attached sublease and <br />authorize the Chairman to execute the lease. <br />ATTACHMENTS <br />1.
