Subsequently, <br />GBC responded to the County's request for additional information (RAI) and provided two additional <br />examples of prior experience. While the additional examples were not identical to the IRC Sector 3 <br />Dune Repair Project, the examples highlighted GBC's experience with importing fill from offsite sources <br />in quantities greater than that required for the proposed project. Considering the exceptional reviews <br />from GBC's references on example projects, GBC's prior experience is adequate to perform the work. <br />Equipment List <br />GBC's equipment list provided with me initial bid submittal snows the requisite minimum equipment for <br />performing the work: a hydraulic excavator, an articulated dump truck and bulldozer. The first two <br />pieces of equipment are rented while the bulldozer is owned by GBC. It is assumed that they only <br />intend to use one of each of these pieces of equipment. While this could limit the production rate it, it is <br />still possible to construct the project within the contract time. GBC's response to the County's RAI <br />identified seventeen (17) on -road dump trucks that will be used to haul the sand from the mine to the <br />site, which is adequate to perform the work. <br />The County's RAI requested that GBC identify the equipment that will be used to transport personnel <br />along the beach and install dune vegetation. While these specifics were not explicitly addressed, <br />GBC's response stated that "If any additional equipment is needed it will be produced and noted as <br />such." <br />The number and type of equipment listed by JPDC appears adequate to perform the work. The off- <br />road and on -road equipment is rented or owner operated while the bulldozers and excavators are <br />owned by JPDC. Again, this is typical of such operations and is not a concern. <br />Subcontractors <br />In their initial bid submittals, GBC listed one sub -contractor to perform the dune vegetation while JPDC <br />proposed to self -perform all of the work. This is acceptable. <br />Neither GBC nor JPDC indicated who will be performing the third party sediment QA/QC work, who will <br />be transporting fill from the mine to the project site, or who will be performing turbidity monitoring. They <br />may have considered these as services and not sub -contractors. <br />In the subsequent response to the County's RAI, GBC identified Universal Engineering and Testing <br />(Richard Hoaglin, phone no. (321)638-0808) as responsible for performing third party sediment QA/QC <br />work at the mine and project site. GBC stated their intentions to transport fill and perform turbidity <br />monitoring with in-house services. This is acceptable. <br />Availability <br />While not specifically requested in the bid, JPDC provide a list of current workload, which included <br />three projects. Two are expected to be completed prior to the start of construction (November 2014). <br />The third job is the largest of the three but JPDC appears to have sufficient resources to complete both <br />47 <br />
