proposed to self -perform the installation of the block system and utilize a local subcontractor to <br />repair the entrance apron into the MRF. <br />ANALYSIS: <br />Staff evaluated several alternatives to resolving the safety concerns in the MRF building. We <br />compared the long and slender panel products from Hanson Silo Company (HSC) and Keystone <br />Concrete Products, Inc. (KCP) with the modular blocks from Inter -Block Retaining Systems, Inc. <br />(IRBS). Based on the various differences in these products, we looked at the future ease of <br />reutilizing and relocating these systems. Although the HSC and the KCP walls are less expensive to <br />purchase, they both require permanent installation which increases the cost dramatically. Overall, <br />staff concluded that the modular- blocks from IRBS meet the criteria of reutilization and relocation <br />such that they can be used to address the safety concerns in the existing building and then moved <br />into the future single stream building. Therefore, staff recommends direct purchase of the blocks <br />from IRBS. Based on the size of the building and the configuration needed, it was determined that <br />we would need to purchase 98 full blocks and 4 half blocks. The total cost for the blocks is <br />$46,928.00. <br />Republic concurs with staffs recommendation as they have been involved in the review and <br />selection of the new system from both a safety and installation perspective. In order to expedite <br />the installation and to minimize disruption of the MRF operations, staff received the attached <br />proposal from Republic to provide a turnkey installation of the block system for $12,707.10. <br />Republic has estimated 30 days to install the block system from receipt of all the blocks. <br />In addition to improving the safety of the interior of the MRF building, staff requested Republic to <br />obtain pricing for replacing the torn and damaged asphalt entrance to the building. They have <br />provided a total cost of $5,500 for a 16 foot by 20 foot concrete apron. <br />Therefore, the total cost for Republic's portion for MRF improvements is $18,207.10. <br />Staff recommends approval of an amendment to Republic's landfill contract to make the necessary <br />safety improvements to the MRF based on their qualifications & their reasonable price proposal. <br />Staff also recommends direct purchase of the modular blocks from Inter -Block Retaining Systems, <br />Inc. <br />ACCOUNT INFORMATION: <br />Funding for the MRF Improvement project is budgeted and available in the SWDD recycling <br />account WIP number which is funded from SWDD assessments and user fees.
