Board of County Commissioners <br />Meeting Minutes - Final June 20, 2017 <br />Public Works Stormwater Engineer Keith McCully provided a detailed <br />description of the Osprey Marsh Facility and the canal system used in treating <br />the water. He also provided answers to the Board's questions regarding the <br />replacement or repair of the current outfall structure that enters the J-1 canal, <br />and whether there was a plan for the occasional removal of floating aquatic <br />vegetation from the length of the floway. <br />David Cox, Ph.D., Summer Place at Wabasso Beach, representing Pelican <br />Island Audubon Society, expressed his continued support of the Project and <br />voiced an interest in partnering with the County with respect to the nature trails. <br />He stated that it was the intention of the Audubon Society to provide group <br />field trips to the area in the future, and appreciated the Board's efforts to <br />improve the water quality and the health of the Indian River Lagoon. <br />The Chairman asked for any final arguments, ensured that all documents and <br />tangible evidence were in the hands of the Deputy Clerk, and being no further <br />speakers, closed the public hearing. <br />A motion was made by Commissioner Solari, seconded by Vice Chairman <br />O'Bryan, to approve staffs recommendation. The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner Zorc <br />10.A.2 17-0595 <br />Recommended Action: <br />Indian River County's Request for Abandonment of a Portion of 12th <br />Avenue SW from 5th Street SW to a Point 165 Feet North of 7th Street <br />SW as shown on the Last General Plat of The Indian River Farms <br />Company Subdivision [ROWA-17-03-02 / 2005060500-78340] <br />(Legislative) <br />Staff recommends that the Board of County Commissioners abandon its rights <br />to the subject portions of rights-of-way and authorize the chairman to execute <br />the abandonment resolution. <br />Attachments: Staff Report <br />Application <br />Location Map and Aerial <br />Abandonment Resolution <br />Indian River County Florida <br />Page 9 <br />
