Board of County Commissioners <br />Meeting Minutes - Final July 11, 2017 <br />10.A.1. 17-0660 <br />PROOF OF PUBLICATION OF ADVERTISMENT FOR HEARINGS IS ON <br />FILE IN THE OFFICE OF THE CLERK TO THE BOARD. <br />Final Hearing: County Initiated Request to Amend (Update) Mixed Use <br />Policy 5.6 of the Future Land Use Element (FLUE) of the County's <br />Comprehensive Plan [Legislative] <br />Recommended Action: Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners approve the proposed <br />comprehensive plan text amendment by approving the ordinance. <br />Attachments: Staff Report <br />Minutes from 11-15-2016 BCC Meeting <br />Comprehensive Plan Text Amendment Application <br />Minutes from the 1-26-17 PZC Meeting <br />Minutes from the March 7, 2017 BCC Meeting <br />Letters from State Review Agencies <br />Analysis of Zoning and Mixed Use in the Area of SR 60/66th Avenue <br />SR 60 -58th Avenue Node Map <br />Proposed Policy 5.6 Comprehensive Plan Text Amendment <br />Sample "Master Plan" Area <br />Sample Conceptual Lay -out of Mixed Use and IRSC Campus <br />Ordinance (includes Appendix A proposed Comp Plan Text Amendment) <br />Community Development Director Stan Boling provided a PowerPoint <br />Presentation detailing the Comprehensive Plan (the Plan) Amendment Process, <br />Proposed Changes to Future Land Use Element (FLUE) Policy 5.6, establishing <br />special mixed use criteria for State Road 60/Indian River State College <br />preferred location area, and spoke about some of the concerns raised at Board <br />Meetings with regard to the commercial component that could be developed <br />with no obligation to complete residential units. <br />The Chairman opened the Public Hearing. <br />Bob Johnson, Coral Wind Subdivision, questioned the procedure on having a <br />hearing to adopt the Comprehensive Plan Text Amendment to the FLUE Policy <br />5.6 and the Amendment to Chapter 915, Mixed Use Regulation, consistent with <br />the FLUE Policy 5.6 in the Land Development Regulations (LDR's) at the same <br />Board meeting. He stated that the Amendment to the FLUE Policy 5.6 in the <br />LDR's should be heard at a separate meeting to give the public an opportunity <br />for review. <br />County Attorney Reingold replied that as long as the Plan Amendments were <br />Indian River County Florida <br />Page 11 <br />
