Board of County Commissioners <br />Meeting Minutes - Final July 11, 2017 <br />ordinance. <br />Attachments: Staff Report <br />Minutes from May 25, 2017 PZC <br />Proposed Ordinance to Amend LDR Chapter 915 <br />10.A.3. 17-0662 <br />Community Development Director Stan Boling provided a PowerPoint <br />Presentation detailing the proposed Land Development Regulations (LDR) <br />amendment to Chapter 915, Planned Development Process and Standards for <br />Development, which allows for a mix of commercial and residential in certain <br />"residential" locations, subject to special criteria. He noted that this LDR <br />Amendment is consistent with the Future Land Use Element (FLUE) 5.6 in the <br />Comprehensive Plan adopted in Agenda Item 10.A.1. <br />Chairman Flescher opened the Public Hearing. There being no speakers; the <br />Chairman closed the Public Hearing. <br />Although Vice Chairman O'Bryan was opposed to the Amendment to the FLUE <br />Policy 5.6., he would support the Amendment to the LDRs to Chapter 915, now <br />that the Board had set policy in Agenda Item 10.A.1. <br />A motion was made by Commissioner Solari, seconded by Chairman Flescher, to <br />adopt Ordinance 2017-008, concerning Amendments to its Land Development <br />Regulations (LDR's); providing for Amendment to Chapter 915, Planned <br />Development (P.D.) Process and Standards for Development; by amending <br />Section 915.20 Mixed Use Standards; and by providing for repeal of conflicting <br />provisions; codification; severability; and effective date. The motion carried by <br />the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner Zorc <br />Consideration of Land Development Regulation (LDR) Amendment to <br />Chapter 926, Establishing Provision and Criteria for Reducing <br />Landscape Requirements for Projects in Remote Agricultural Areas <br />[Legislative] <br />Recommended Action: Staff recommends that the Board of County Commissioners adopt the proposed <br />ordinance. <br />Indian River County Florida <br />Page 13 <br />
