Commissioner Tim Zore <br />14.E.1. 17-0702 Alliance Bioenergy Post Process Yard Waste <br />Recommended Action: Discussion <br />Attachments: Commissioner's Memorandum <br />2017-021 Alliance Bioenergy Option Agreement February 7 2017 <br />(Clerk's Note: This Item was heard in conjunction with Item 5.E. and placed <br />here for continuity) <br />Commissioner Zorc requested the Board extend the prior Option Agreement for <br />Processed Vegetative Waste between the County and Alliance Bioenergy, Inc. <br />for 90 days to allow enough time for Alliance Bioenergy to obtain ownership <br />status of the former INEOS New Planet Bioenergy site. <br />Per the Board's direction, Attorney Reingold would bring back to the Board at <br />their July 18, 2017 meeting, an amendment to the Option Agreement for <br />Processed Vegetative Waste with Alliance Bioenergy, Inc. that would extend out <br />90 -days from the date of execution of the Agreement or the closing on the <br />property. <br />14.E.2. 17-0707 Utilities Amnesty Program and Adoption of Ordinance <br />Recommended Action: Discussion <br />Attachments: Commissioner's Memorandum <br />Utility Amnesty Program Ordinance from July 2015 <br />Commissioner Zorc reviewed the previous Utilities Amnesty Program and noted <br />that there were several planned developments where the owner prepaid and <br />purchased more Equivalent Residential Units (ERU) than they needed. He <br />asked for the Board's consideration of an Ordinance establishing an Amnesty <br />Program for certain Utility Delinquency charges with a stipulation that it was <br />only temporary. <br />County Administrator Jason Brown stated that County staff recognized that there <br />were individuals who had purchased more ERUs than needed, and agreed that <br />there needed to be a mechanism to resolve the situation. He expressed his <br />concerns on opening up the Utilities Amnesty Program. <br />Indian River County Florida Page 25 <br />
