� r r <br />SUMARY OF RECOMMENDATIONS: <br />Staff, the PSAC, and the Planning and Zoning Commission all have <br />recommended approval of various sections of the proposed ordinance <br />but differ on the following sections: <br />A. Sections 11, 12, (in part) and 32 (accessory single family <br />dwelling units). Staff and the PSAC recommend approval of the <br />accessory dwelling unit provisions. However, the Planning and <br />Zoning Commission was dead -locked in a 2-2 vote on a motion to <br />recommend denial of the accessory dwelling unit provisions. <br />The general reason given2'-for the votes against these <br />provisions was that the potential abuse of the provisions <br />(overcrowding, multi -family type development in single-family <br />neighborhoods) would outweigh the potential affordable housing <br />benefits and that the proposals would not actually result in <br />the production of a significant amount of affordable housing. <br />B. Section 36 (transient merchant seafood sales). Staff and the <br />PSAC recommend denial of the proposal to allow roadside <br />satellite seafood sales. However; the Planning and Zoning <br />Commission recommends approval of these provisions. <br />STAFF RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners adopt the <br />proposed ordinance with the exception of changes proposed to <br />section 972.08(4) of the LDRs which would allow satellite seafood <br />sales transient merchant operations (see ordinance Section 36). <br />Such transient merchant operations should not be allowed. <br />Furthermore, staff recommends that the Board of County <br />Commissioners: <br />1. Provide staff with direction(s) for any changes to the <br />proposed ordinance; and <br />2. Announce its intention to take final action on the proposed <br />ordinance at the public hearing scheduled for Thursday, <br />September 17, 1992 at 5:01 p.m. in the Commission Chambers. <br />Director Boling directed the Board's attention to the list of <br />topics and the order in which they will be addressed.
