The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner Zorc <br />15.6.5. 17-0704 <br />Recommended Action: <br />July 2017 Update on Brownfields Redevelopment Process for the <br />Former South Gifford Landfill Site <br />Staff is requesting input from the SWDD Board on the following: 1. Authorize <br />staff to proceed with surveying, designing and bidding for a frontage <br />improvement plan based on the preliminary financial costs. A work order for <br />specific work will be brought to the Board for approval at a future meeting. 2. <br />Input on the conceptual ideas as well as the preliminary capital costs that have <br />been generated by the Treasure Coast Regional Planning Council and <br />Geosyntec. <br />Attachments: Staff Report <br />Solid Waste Disposal District Managing Director Himanshu Mehta provided an <br />update though his PowerPoint Presentation of the Brownfields Redevelopment <br />Process Improvement Plan for the former South Gifford Road Landfill (Gifford <br />Landfill). He stated that the Treasure Coast Regional Planning Council <br />(TCRPC) was awarded a Brownfields Coalition Assessment Grant utilizing the <br />Gifford Landfill and was working with Geosyntec on a redevelopment plan for <br />the site. He added that in December 2016, the TCRPC held a workshop in the <br />Gifford Community to engage the community on ideas for the potential <br />redevelopment uses for the former landfill site. He continued that on January <br />24, 2017, the Board directed staff: 1) to authorize the TCRPC to continue with <br />the redevelopment planning efforts with direction from the SWDD; 2) <br />authorized staff to clean up and beautify County frontage in the initial phase; <br />and 3) not commit to three to five acres for the Gifford Customer Convenience <br />Center, but to keep 12 to 15 acres reserved for the Road and Bridge Compound. <br />Indian River County Florida Page 2 <br />
