Each payment request submitted shall document all matching funds and/or match efforts(i.e.,in-kind services) <br /> provided during the period covered by each request. The final payment will not be processed until the match <br /> requirement has been met. <br /> If,upon completion of this Project,actual Project costs are less than the total estimated Project costs,and there are <br /> no pending payment requests,the Grantee's required match may be reduced proportionately,as long as at least an <br /> 11%match of the actual total cost of the Project is provided by the Grantee and the reduced amount satisfies <br /> statutory and program requirements. <br /> 6. Quality Assurance Requirements. <br /> The Grantee shall develop and implement quality assurance practices consisting of policies,procedures, <br /> specifications,standards,and documentation sufficient to produce data of quality adequate to meet Project <br /> objectives and to minimize loss of data due to out-of-control conditions or malfunctions. All sampling and analyses <br /> performed under this Agreement must conform with the requirements set forth in Chapter 62-160,Florida <br /> Administrative Code,and the Quality Assurance Requirements for Department Agreements,attached hereto and <br /> made part hereof as Exhibit E,Quality Assurance Requirements for Contracts and Grants,if applicable.If the <br /> Project does not involve environmentally-related measurements or data generation,this Attachment shall not be <br /> required and shall be intentionally excluded. <br /> 7. Additional Lobbying Requirements for Federally-Funded Agreements <br /> This Agreement is not federally funded. <br /> 8. Miscellaneous Contract Terms. <br /> a. Retainage. <br /> Retainage is permitted under this agreement. Retainage may be up to a maximum of 10%of the total amount of the <br /> Agreement. <br /> b. Subcontracting. <br /> The Grantee may subcontract work under this Agreement without the prior written consent of the Grant Manager <br /> except for certain fixed-price subcontracts pursuant to this Agreement,which require prior approval.The Grantee <br /> shall submit a copy of the executed subcontract to the Department prior to submitting any invoices for subcontracted <br /> work. Regardless of any subcontract,the Grantee is ultimately responsible for all work to be performed under this <br /> Agreement. <br /> c. State-owned land. <br /> The work will not be performed on State-owned land. <br /> d. Office of Policy and Budget Reporting. <br /> Additional Requirements for Proiects with Specific Line Item Appropriations. The Grantee will identify the expected <br /> return on investment for this project and provide this information to the Governor's Office of Policy and Budget(OPB) <br /> within three months of execution of this Agreement. For each full calendar quarter thereafter,the Grantee will provide <br /> quarterly update reports directly to OPB,no later than 20 days after the end of each quarter,documenting the positive <br /> return on investment to the state that results from the Grantee's project and its use of funds provided under this <br /> Agreement. Quarterly reports will continue until the Grantee is instructed by OPB that no further reports are needed, <br /> or until the end of this Agreement, whichever occurs first. All reports shall be submitted electronically to OPB at <br /> env.roilu_lavbs.state.fl.us.and a copy shall also be submitted to the Department at le'isiativeaffairs t)deostate.fl.us <br /> 9.
