Board of County Commissioners Meeting Minutes -Final August 15, 2017 <br /> negotiations with the four top ranked firms (and the subsequently ranked firms, <br /> should negotiations with any higher ranked firms fail) in accordance with FS <br /> 287.055, Consultant's Competitive Negotiation Act. <br /> Attachments: Staff Report <br /> FEC Formal Protest Letter <br /> Response to FEC Protest <br /> (Clerk's Note: This item was heard following the recess as Item 12.E.2. and is <br /> placed here for continuity. Commissioner Adams was absent.) <br /> Purchasing Manager Jennifer Hyde explained the process used to select consultants <br /> for the Continued Environmental and Biological Support Services, confirming that <br /> eight (8) firms applied, and that four(4) firms were ultimately awarded contracts. <br /> She mentioned that prior to the selection process, the selection committee decided <br /> that based on workload, there would not be a need for more than four(4) consulting <br /> firms. <br /> Tim Maslin, President, Florida Environmental Consulting, Inc., 1835 20th Street, <br /> detailed his protest and expressed disappointment, as his firm had missed the cut <br /> for the second time. <br /> Discussion ensued amongst the Board; however, it was detennined that the <br /> selection committee was fair in their actions. <br /> A motion was made by Commissioner Solari, seconded by Chairman Flescher, by a 4-0 <br /> vote(Commissioner Adams absent),to approve staffs recommendation. The motion <br /> carried by the following vote: <br /> Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Solari, and Commissioner <br /> Zorc <br /> Absent: 1 - Commissioner Adams <br /> 8.KK. 17-0886 Developer Agreement For The Installation Of The Offsite Water Main and Sewer <br /> Lines to Lost Tree Preserve <br /> Recommended Action: Staff recommends approval of the Developer's Agreement with Lost Tree Preserve, <br /> L.L.C., and authorize the Chairman to execute the Developer's Agreement on their <br /> behalf. <br /> Indian River County Florida Page 18 <br />
