drafted a proposed neighborhood improvement program which may be <br />undertakers by the county. The proposed program will provide <br />flexibility in addressing the problems of declining neighborhoods <br />by providing a combination of methods to promote the improvement of <br />neighborhoods: <br />As proposed, the Neighborhood Improvement and Merit Award Program <br />will require some funding allocations in order to accomplish the <br />goals of the program. Funding for the program while minimal, will <br />involve two types of costs: staff funding and the cost of <br />materials. <br />For the proposed Improvement/Award Program, however, no additional <br />direct staff funding costs will be incurred. Implementation, <br />operation, coordination and administration of the program will be <br />incorporated as part of the Long -Range Planning Division Section's <br />existing duties. On occasions when participation by other <br />departmental staff members is required; the duties to be <br />accomplished will also be incorporated as a part of the <br />department's existing duties. <br />There will also be a minimal amount of funding for materials <br />required to implement and operate the Improvement/Award Program. <br />Some of the materials required for the program will be standard <br />office materials which will not require specialized funding, as <br />these costs will be incorporated within a department's existing <br />office materials budget. The remaining materials which will <br />require specialized funding are the items which provide the unique <br />features of the Program. These items are listed and described <br />below: <br />ITEM DESCRIPTION <br />1. Public Will be utilized to advertize the program <br />Notices and its application deadline to county <br />residents. The advertisement will also <br />recognize neighborhood award recipients. Two <br />advertisements will be placed on a quarterly <br />basis in conjunction with the award periods <br />for the program. <br />2. Perpetual Plaque will be placed in the County <br />Annual Administration Building for public display. <br />Plaque Plaque will be a perpetual style plaque which <br />will accommodate 3 to 4 years of quarterly <br />neighborhood improvement award recipients. <br />3. Neighborhood Will be mounted at a major entrance to a <br />Improvement neighborhood receiving an improvement award. <br />Award Street The sign will be permanent, similar to the <br />Sign Neighborhood Watch signs currently placed at <br />neighborhood entrances. The sign will <br />indicate the year and quarter for which the <br />award was granted. If the neighborhood <br />receives the award again, a new street sign <br />would be added to the previous street sign. <br />The funding required for these items is proposed from existing <br />approved budgets. An initial funding budget must include the three <br />items listed. In future years, only the public notices and the <br />street signs will require funding, as a new annual perpetual plaque <br />would be purchased only when the previous plaque was filled. <br />The proposed budget for the Program is listed in the attached <br />Program Outline and is divided into an Initial Budget and a <br />Continuing Budget. The Initial Budget would repeat every three <br />to four years, depending upon the number of award recipients which <br />could be accommodated on the annual perpetual plaque. <br />39 <br />SEP 221992 Bom 87 mE 9 <br />
