<br />Along with the updated avoided unit and payment information, DEF's 2017 revised
<br />amended standard offer contract includes content not seen in previous versions. Section 6.3
<br />requires any RF/QF wishing to sell environmental attributes (EAs) to provide notice to DEF of
<br />its intent to sell the EAs, along with a "reasonable opportunity to offer to purchase such EAs."
<br />We asked DEF to provide an explanation of the term "reasonable opportunity," along with a
<br />discussion of how this term relates to the right of first refusal, which was expressly disallowed in
<br />standard offer contracts. DEF responded that a reasonable opportunity simply means that it
