Brown, County Administrator <br />THROUGH: John King, Director <br />Department of Emergency Services <br />Etta LoPresti, Emergency Management Coordinator <br />August 22, 2017 <br />Acceptance and Approval of Expenditures for Emergency Management State - <br />Funded Subgrant Agreement (EMPA) 18 -BG -XX -XX -XX -XXX <br />FROM: <br />DATE: <br />SUBJECT: <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Each year, the Florida Division of Emergency Management, through the executive office of the <br />Governor, administers the Emergency Management Preparedness Assistance Grant (EMPA) <br />Subgrant in support of each Florida county following authorization under Chapter 252, Florida <br />Statutes and State Rule Chapter 27P-19, Florida Administrative Code. The funding for the EMPA <br />is used to enhance and improve emergency management mitigation, planning, response and <br />recovery directly affecting the lives and property of Indian River County residents and visitors. In <br />accordance with the Emergency Management 2017-2020 strategic plan, the items listed below will <br />enhance the ability of Emergency Management to adequately respond to and recover from disaster <br />events and conduct the annual hazardous materials analysis required within the EMPA scope of <br />work and the County Comprehensive Emergency Management Plan as approved. <br />FUNDING: <br />This is a dollar for dollar state funded matching subgrant with Florida Division of Emergency <br />Management. The term of the agreement is from July 1, 2017 through June 30, 2018. The state <br />recognizes line -item changes may occur after execution of the contract (i.e. due to cost savings or <br />reprioritization by the FDEM), with their written approval. For these reasons, staff requests <br />authorization to make these adjustments rather than return the funding for reallocation to other <br />counties. <br />The 2017/2018 EMPA is in the amount of $115,806 of which $78,417 has been previously <br />allocated for salary and benefits leaving a balance of $37,389 for expenditures.
