Board of County Commissioners <br />Meeting Minutes - Final September 19, 2017 <br />Attachments: Staff Report <br />Application <br />Excerpt from August 10, 2017 PZC Minutes <br />Location Map <br />PD Rezoning Ordinance <br />Aerial <br />Conceptual PD Plan <br />Preliminary Landscape Plan <br />Preliminary Architectural Building Elevations <br />Each Commissioner, as requested by the Chairman, disclosed ex parte <br />communications, site visits, or independent investigations. They also affirmed that <br />they have an open mind and can base their decisions on the evidence presented and <br />the applicable law. <br />The Deputy Clerk administered the Oath to all persons who wished to speak at the <br />meeting. <br />Community' Development Director Stan Boling used a PowerPoint Presentation <br />to provide background and the key details of a Planned Development (PD) to be <br />known as Vero Beach Square. The project site is located at 5125 20th Street <br />(State Road 60) and lies between Applebee's restaurant and Sonny's B13Q <br />restaurant. He stated that the request to rezone from the current zoning, CL <br />(Limited Commercial) to PI) (Planned Development), is to add a tire store and <br />drive-through restaurant as a permitted use. Director Boling advised that the <br />proposed development would also include a 110 -room hotel, stand-alone <br />restaurant, and multi -tenant strip building. After discussing the phasing. <br />landscape, and stormwater plans; traffic circulation; and environmental issues, <br />Director Boling proffered staffs recommendation to approve the rezoning and <br />conceptual PD plan, with the conditions listed in staffs report. <br />A brief discussion ensued as Director Boling responded to the Board's inquiries <br />about potential noise issues. <br />Commissioner Solari commented that the proposed hotel is close to Historic <br />Dodgertown and would be a great addition to the community. <br />The Chairman opened the Public Hearing. <br />Chris Holten, P.I?., Kimley I torn Associates, 445 24th Street, extended his <br />appreciation to County staff, and invited questions from the Board. <br />Indian River County Florida Page 21 <br />
