Baird; County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Stan Boling, AICF; Co #unity Development Director <br />THROUGH: Phil Matson, AICP; MPO Staff Directol�� <br />FROM: Brian Freeman, AICP; Senior Transportation Planner <br />DATE: May 2'7, 2015 <br />SUBJECT: Request for Approval to Enter into a Public Transportation Joint Participation <br />Agreement (JPA) with the Florida Department of Transportation (FDOT) for a <br />Commuter Assistance Grant <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of June 9, 2015. <br />DESCRIPTION & CONDITIONS <br />For the past several years, the county has applied for and received transit operating assistance <br />through Florida Department of Transportation (FDOT) grant programs. Those grant funds have been <br />passed through to the Senior Resource Association (SRA), Indian River County's transit service <br />provider. <br />Recently, the county was approved for an FDOT Commuter Assistance Grant that will provide <br />funding for a new bus route that would serve as a circulator in the Vero Beach barrier island business <br />district. The proposed beachside circulator will be known as GoLine Route 16 and will connect <br />employment, business, tourist, and leisure destinations with a remote parking lot at Riverside Park, <br />where the circulator will also connect with GoLine Route 1. It is expected that Route 16 will operate <br />at a 15-m inute frequency (i.e. four stops per hour at each destination along the route). The service is <br />expected to begin on July 1, 2015. <br />The proposed circulator represents the first public-private partnership to support public <br />transportation in Indian River County. The grant has a local match requirement equal to 25% of the <br />state funds.
