PROCLAMATION <br /> HONORING FREDDIE WOOLFORK <br /> FOR HIS SERVICE AT THE GIFFORD YOUTH ACHIEVEMENT CENTER <br /> WHEREAS, Mr. Freddie Woolfork has faithfully, diligently, and tirelessly served the Gifford Youth <br /> Achievement Center, formerly known as the Gifford Youth Activity Center, for 20 years beginning October 1, 1997, <br /> as a guiding force in the development and direction of the Center for the benefit of the children and residents of <br /> Indian River County; and <br /> WHEREAS, Mr. Woo!fork coordinated with Dr. Ronald Hudson, Dr. Bill Nigh and Danford K. <br /> Richardson, founders of the Gifford Youth Achievement Center, to develop the programs to better serve the <br /> children, adults, and seniors in the Gifford community and to help improve graduation rates of African-American <br /> students in Indian River County, which had dropped to as low as 23 percent and has rebounded to over 77 percent <br /> today; and <br /> WHEREAS, Mr. Woo!fork began as the Centers first Director of Programs Development in 1997, <br /> overseeing the coordination of the construction of the Center as well as the growth of the Gifford complex which <br /> includes Gifford Park, Gifford Community Center and Gifford Aquatic Center;and <br /> WHEREAS, Mr. Woolfork, past President and current Vice-President of the Progressive Civic League <br /> of Gifford, continues to work for the betterment of the lives of Gifford citizens through organizations like C.O.P.E. <br /> (Community Oriented Policing Enforcement), the United Way of Indian River County, Habitat for Humanity, Treasure <br /> Coast Crime Stoppers and Youth Council Career Source and numerous additional organizations;and <br /> WHEREAS, Gifford Youth Achievement Center is a 501(c)3 non-profit agency with its sole purpose to <br /> enhance the academic achievement of children in Indian River County and enrich youth and adult success in life, as <br /> well as provide programs and activities for adults and senior citizens in its facilities, which contain classrooms, <br /> computer labs, a County Library and an indoor gymnasium; and <br /> MEREAS, Mr. Woolfork continues to work to support the mission of establishing a partnership <br /> among our youth and adults of the Gifford community and surrounding municipalities of Indian River County to <br /> encourage development of self-esteem, teach character, and encourage every individual to reach for his or her <br /> ultimate potential with God's guidance. <br /> NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS OF <br /> INDIAN RIVER COUNTY, FLORIDA that the Board applauds Freddie Woolfork's efforts on behalf of the Citizens of <br /> Indian River County, and the Board wishes to express its appreciation for the dedicated service he has given over <br /> the past 20 years. <br /> Adopted this 17th day of October, 2017 <br /> BOARD OF COUNTY COMMISSIONERS, <br /> INDIAN RIVER COUNTY,FLORIDA <br /> Joseph E.
