SJRWMD FY 2017-2018 Final Budget <br />III. FY 2017-18 Budget Highlights <br />A. FY 2016-17 Accomplishments by Program <br />Water Supply <br />Water Supply Planning <br />• The District's Governing Board and the Suwanee River Water Management <br />District's Governing Board voted to approve the North Florida Water Regional <br />Water Supply Plan (NFRWSP) on January 17, 2017. The regional water supply <br />plan will ensure the protection of water resources and related natural systems <br />and identify sustainable water supplies for all water uses in the coordination area <br />through 2035. <br />• The Legislature has appropriated $13.3 million toward the Black Creek Water <br />Resource Development Project listed within the NFRWSP. This project will <br />provide aquifer recharge within the Keystone Heights area, as well as contribute <br />to MFL recovery of the Lower Santa Fe Basin. As of July 2017, the Governing <br />Board approved granting the Executive Director the authority to rank and select a <br />contracting firm to begin design and permitting. By the end of July 2017, CDM <br />Smith was placed under contract and started work. <br />Resource Evaluation and Modeling <br />• The District will continue working cooperatively with the South Florida and <br />Southwest Florida water management districts (SFWMD and SWFWMD) on <br />revision of the East Central Florida Transient model through a memorandum of <br />understanding between the three districts; potentially receiving a 33 percent <br />match from each district for contractual modification to the model that will result <br />in reduced cost and increased efficiency for all involved. <br />Springs Restoration <br />• Cowpen Lake and DeLeon Springs MFLs were proposed for adoption on <br />December 14, 2016, and made effective on February 1, 2017. These MFLs are <br />currently being met and are expected to be met over the next 20 years, and no <br />prevention or recovery strategy was needed. <br />• The District approved the adoption of minimum flows for Silver Glen Springs in <br />Marion County, Alexander Springs in Lake County and Gemini Springs in Volusia <br />County — all three Outstanding Florida Springs — on May 10, 2017, defining a <br />protective limit on the amount of available water beyond which further <br />groundwater withdrawals would be significantly harmful. The MFLs became <br />effective in late June 2017 to meet the July 1 statutory deadline. <br />Water Quality <br />Water Resources <br />• The District completed the southern inlet for Fellsmere Water Management Area <br />in January 2017. This will make the area fully operational and provide 70,000 <br />acre-feet of additional storage for the Upper St. Johns River Basin. This is one of <br />Page 10 <br />5,H, 16 <br />
