SJRWMD FY 2017-2018 Final Budget <br /> D. Budget Priorities by Area of Responsibility <br /> Subsection 373.535(1)(a)2., Florida Statutes, requires the District to report the total <br /> estimated amount in the District budget for each AOR. All programs and activities at <br /> WMDs are categorized by four AORs: water supply, water quality, flood protection and <br /> floodplain management, and natural systems. <br /> Expenditures in the four AORs are provided only at the program level. These AOR <br /> expenditures are estimates only and have been allocated among the programs. <br /> Because a project may serve more than one purpose, the AOR expenditures should be <br /> viewed only as one indication of whether the District is adequately addressing each <br /> AOR. <br /> The naratives below summarize the cross-charged budgets and key projects by AOR <br /> for FY 2017-18, followed by Table 2 that shows program, activity, and subactivity <br /> budget by AOR. <br /> Water Supply ($54.3 million) <br /> Water Supply Planning <br /> • The District's Governing Board and the Suwanee River Water Management <br /> District's Governing Board voted to approve the North Florida Regional Water <br /> Supply Plan (NFRWSP) on January 17, 2017. The regional water supply plan will <br /> ensure the protection of water resources and related natural systems and identify <br /> sustainable water supplies for all water uses in the coordination area through <br /> 2035. <br /> • The Legislature has appropriated $13.3 million toward the Black Creek Water <br /> Resource Development Project listed within the NFRWSP. This project will <br /> provide aquifer recharge within the Keystone Heights area, as well as contribute <br /> to MFL recovery of the Lower Santa Fe Basin. As of July 2017, the Governing <br /> Board approved granting the Executive Director the authority to rank and select <br /> a contracting firm to begin design and permitting. By the end of July 2017, CDM <br /> Smith was placed under contract and started work. <br /> Resource Evaluation and Modeling <br /> • The District will continue working cooperatively with SFWMD and SWFWMD on <br /> revision of the East Central Florida Transient model by summer 2017 through a <br /> memorandum of understanding between the three districts; potentially receiving <br /> a 33 percent match from each district for contractual modification to the model <br /> that will result in reduced cost and increased efficiency for all involved. <br /> MFL— Springs Restoration <br /> • Cowpen Lake and DeLeon Springs MFLs were proposed for adoption on <br /> December 14, 2016, and made effective on February 1, 2017. These MFLs are <br /> currently being met and are expected to be met over the next 20 years, and no <br /> prevention strategy was needed. <br /> • The District approved the adoption of minimum flows for Silver Glen Springs in <br /> Marion County, Alexander Springs in Lake County and Gemini Springs in Volusia <br /> County—all three Outstanding Florida Springs —on May 10, 2017, defining a <br /> protective limit on the amount of available water beyond which further <br /> Page 19 <br />
