BEFORE THE FLORIDA PUBLIC SERVICE COMMISSION <br /> In re: Petition for rate increase and approval of DOCKET NO.2017 <br /> 0179-GU <br /> • depreciation study by Florida City Gas. <br /> DATED: October 23,2017 <br /> PETITION CZAR APPRON STUDY,VAL OF RATE AND REQUESINCREASE, <br /> FOR,REQUEST FOR APPROVAL OF <br /> DEPRINTERIM RATE RELIEF BY IJ <br /> FLORIDA CITY GAS <br /> Florida City Gas (FCG or Company), by and through its undersigned counsel, and <br /> pursuant to Chapter 366,Florida Statutes,hereby respectfully petitions the Florida Public Service <br /> Commission(FPSC or Commission) for approval to increase the Company's rates and charges to <br /> the extent necessary to generate additional gross annual revenues in the amount of$19.3 million, <br /> which will enable the Company to continue to provide safe,reliable natural gas service at a level <br /> the customers have come to expect, and to approve the Company's depreciation study also <br /> submitted herewith in support of the Company's requested increase. The requested increase will <br /> provide FCG with a reasonable opportunity to earn a fair rate of return of 6.32 percent on the <br /> Company's plant and property used to serve its customers and an 11.25 percent midpoint rate of <br /> return on FCG's common equity. By this Petition, FCG is also seeking interim rate relief in <br /> accordance with Section 366.071, Florida Statutes. In support of this request, the Company <br /> hereby states: <br /> subject 1) FCG is a natural gas <br /> utility to the Commission's jurisdiction in accordance with <br /> Chapter 366,Florida Statutes.
