Docket No. 20170179 -GU <br />Florida City Gas <br />with Rule 25-7.040, Florida Administrative Code. FCG submits that it has the financial, capital, <br />and managerial assets necessary to support a corporate undertaking, and therefore, asks that it be <br />allowed to collect the interim increase subject to a corporate undertaking, instead of a bond. <br />WHEREFORE, Florida City Gas respectfiilly petitions the Florida Public Service <br />Commission to: <br />1) Accept this filing for purposes of final agency action; <br />2) Set a hearing for purposes of considering the Company's request and enter a final order <br />that protects the financial integrity of the Company and enables it to earn a fair and <br />reasonable rate of return; <br />3) Make a determination that FCG is not currently earning a fair rate of return and that its <br />current rates and charges are insufficient to provide the Company with just compensation; <br />4) Authorize the Company, pending the Commission's determination regarding final rates, <br />to implement an interim increase sufficient to generate 'additional revenues in the amount <br />of $4,893,061 to be collected subject to refund under a corporate undertaking. <br />5) Authorize the Company to permanently increase its retail base rates and charges to <br />generate additional gross revenues in the amount of $19.3 million on an annual basis to <br />that the Company will have an opportunity to earn a fair overall rate of return of 6.32% <br />with a return on common equity of 11.25%; <br />6) Approve the Company's July 31, 2018 Depreciation Study; <br />7) Approve the Company's request to establish and fund a Storm Reserve; <br />8) Allow the Company to move the SAFE facilities into rate base and allow the associated <br />revenue increase and surcharge reset associated therewith, as set forth in greater detail <br />herein; <br />_._ .. 13JPabe <br />P, 4-14 <br />
