Comprehensive Plan Capital Improvements Element <br />Economic Environment <br />Included in the economic environment category are the costs of providing services which develop and <br />improve the economic condition of the community and its citizens. Up to June 30, 2011, Veteran <br />Services, the Housing Authority, and the Economic Development Division of the Indian River <br />County Chamber of Commerce primarily undertook that function. On July 1, 2011, the Housing <br />Authority was officially separated from the County; consequently, its expenditures are no longer <br />reported here. Table 6.5 shows that $438 424 593 was spent on economic environment services <br />in FY 28W45K0.15/16.—Qeteveen fisealy411 and 2014/15, en ea4 <br />Since FY 2009402010/11, economic environment expenditures <br />have decreased by 82.6979.78%. Economic environment expenses represented 0:200.1.9% of all <br />county expenses in FY 2014/452015/16. Higher expenses between FY 200902010/1.1 and FY <br />2013/14 were the result of expenditure of Neighborhood Stabilization Program Community <br />Development Block Grant funds, one time grants provided to lessen the negative effects of the <br />economic downturn/recession and housing collapse. <br />Human Services <br />Human Services cover the cost of providing services for the care, treatment, and control of human <br />illness, injury or disabilities, and for the welfare of the community as a whole and its individuals. <br />The Health Department, Welfare, Medicaid, and Children's Services fall into this category. Table 6.5 <br />shows that the County spent $ 7,[y�-519,75vN57,868,392 on human services in FY --2044,42015/16. <br />° Since <br />FY 2909402010/11, human services expenditures have increased by 3-473.19%0. Human Services <br />represented 3-48043.44% of all county expenses in FY 2414442015/16. <br />Culture/Recreation <br />All costs associated with providing and maintaining cultural and recreational facilities and activities <br />for the benefit of citizens and visitors fit into this category. County libraries, parks, recreation <br />operations, and the golf course are included here. As shown in table 6.5, the County spent <br />857 <br />$ ° $24,240,179 on those services in FY 20 5-2015/16.
