US -90 -01 -DC <br />CHANGE ORDER NO. l' <br />On April 7, 1992, the Board of County Commissioners awarded and <br />executed the contract with Speegle Construction, Inc., to construct the <br />sewage improvement project for the Blue Cypress Lake Community. <br />On May 22, 1992, the Indian River County Department of Utility Services <br />gave the contractor notice to proceed upon submitting all the necessary <br />bonds and insurance. <br />ANALYSIS <br />During the final design phase, the treatment tank was located at River <br />Run Condominiums, partially buried in the ground and full of <br />accumulated rainwater with heavy algae growth; therefore, the condition <br />of the tank (both interior and exterior) was undetermined. <br />Upon recent inspection of the treatment tank (which is now totally <br />exposed at the job site), it appears that the preparation work as <br />specified for said tanks is not sufficient to give quality assurance <br />as required. The exterior will be treated as specified by the <br />engineer. The interior of the tankage, being in a much more hostile <br />environment due to constant agitation of the wastewater during the <br />treatment process, has a greater concern with respect to the longevity <br />of the proposed coating system. <br />The recommendation of the paint manufacturer is to remove the existing <br />coating by commercial sandblasting of up to 60% of all interior <br />surfaces. The surface is to be brought down to bare metal prior to <br />application of the proposed coal for epoxy coatings as specified. <br />(This shall provide the County with the paint manufacturer's warranty <br />of the coating system, as well as the contractor's warranty.) <br />The project engineer, Professional Engineering Consultants, Inc., <br />submitted a proposed change order. (See attached change order and <br />letter dated September 11, 1992.) The change order will cost an <br />additional $6,527.75, and will increase the previous contract amount of <br />$439,095.00 to $445,622.75. This additional cost is funded and <br />calculated as part of the contingency of the project. Also, Speegle <br />Construction, Inc., has asked for 30 days contract time adjustment, due <br />to the inclement weather conditions during construction and items <br />relating to coating system change order. <br />39 <br />L_ OCT 61992 -.14 <br />
