• Expertise in the preparation of National Environmental Policy Act (NEPA) <br />documents and preparation of monitoring and mitigation plans. <br />• Knowledge of local, State, and Federal regulations relative to Indian River <br />County shoreline and good working relationships with State and Federal <br />review agencies' staff assigned to Indian River County. <br />• Preparation of State and Federal Permit applications and all services <br />necessary for issuance of permits. <br />• Preparation of final plans, bid and contact documents, and assistance to the <br />County in selection of contractors. <br />• Supervision of construction, review and approval of work completed, and <br />preparation of As-Built drawings. <br />• Experience in sea turtle monitoring (nesting and nearshore) and reporting <br />to State and Federal agencies. <br />• Experience in offshore biological monitoring (nearshore hardbottom, <br />UMAM, etc.) and reporting to State and Federal agencies. <br />• Experience in completing post construction physical monitoring reports <br />(shoreline change analysis, sediment testing and analysis, aerial <br />photography, etc.) <br />• Grant assistance and writing. <br />• Experience with FEMA relative to Federal policy, reporting, and project <br />reimbursement. <br />• Geotechnical collection and analysis. <br />
