I <br />CONSENT <br />INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: Monique Filipiak, Land Acquisition Specialist <br />SUBJECT: Right -of -Way Acquisition — 66th Avenue Widening Project <br />Owner: Melissa Dean & Donald Arthur Frost <br />6350 65th Street, Vero Beach, FL 32967 <br />DATE: November 8, 2017 <br />DESCRIPTION AND CONDITIONS <br />Public Works is progressing with Right -of -Way acquisition for the planned improvements of 66m . <br />Avenue between 49th Street - 691h Street. The proposed improvements include widening the existing <br />two-lane roadway to a four lane divided roadway, traffic signals, bridge replacement, drainage <br />improvements, grassed or landscaped median and sidewalks. <br />Melissa Dean & Donald Arthur Frost own a 29.1 acre parcel which contains an equestrian facility, Belgian <br />Acres. To accommodate the future planned improvements on 66th Avenue, the Countyneeds to acquire <br />the 0.48 acres of the parcel for right-of-way purposes and a 10 footTemporary Construction Easement. <br />The County obtained an appraisal of the property indicatinga value of $30,800.00. After several weeks of <br />negotiations the County and the landowners agreed on a purchase price of $48,000.00 ($43,000.00 for <br />the right-of-way purchase, and an additional $5,000.00 for the Temporary Construction Easement). <br />FUNDING <br />Funding is budgeted and available in Account No. 10215241-066120-07806, Traffic Impact Fees/ <br />District 2/ROW/ 66th Avenue (49th Street — 69th Street). <br />RECOMMENDATION. <br />Staff recommends the Board approve the Purchase Agreement for the 0.48 acres of property located at <br />6350 65th Street, Vero Beach, FL 32967, and authorizethe Chairman to executethe purchase agreement <br />on behalf of the Board. <br />ATTACHMENTS <br />One Original Purchase Agreement <br />One Original Temporary Construction Easement <br />APPROVED AGENDA ITEM FOR: November 21, 2017 <br />P40 <br />
