CITY OF VERO BEACH, FLORIDA <br />DEPARTMENT: ELECTRIC UTILITY <br />PROJECT: ELECTRIC UTILITY SYSTEM STUDY <br />WORK ORDER NO. 1 <br />TO PROFESSIONAL ERVICES MASTER AGREEMENT <br />DATED�� �n WETWEEN CITY OF VERO BEACH <br />D POWERSERVICES INC. <br />This Work Order is issued pursuant to and incorporates herein tip; mtain Professional <br />Services Master Agreement ("Master Agreement") entered into on > y and between the <br />City of Vero Beach, Florida ("City") and PowerServices, Inc. U ("Service <br />Provider"). <br />City requests and Service Provider agrees to provide the services specified herein <br />pursuant to the terms and conditions herein set forth and in the Master Agreement. <br />SECTION 1— PROJECT DESCRIPTION <br />Professional Engineering Services for Electric Utility System Study. Study will address Power <br />Supply Planning, Transmission and Distribution Planning, Resource Adequacy, and Other <br />Optimization Strategies. <br />SECTION 2 — SCOPE OF SERVICES <br />Primary Focus: The primary focus of each study section and component is the <br />identification of short term and long term cost optimization benefits which will lower the <br />cost of delivering power to the Vero Beach retail customers. <br />A. Generation Site Options (60 days after data responses) <br />Objective: Determine the economical options associated with the existing power plant <br />ply <br />General: The City of Vero Beach owns and operates a 159 MW generation plant that is <br />currently used to self -supply the city's peaking power requirements. Vero Beach has begun <br />negotiations with OUC for the supply of all its supplemental power supply needs including <br />the peaking power requirements. Upon execution of a peaking power supply contract, the <br />city's generation plant will not be utilized and will likely be decommissioned. <br />1. Review power plant property. <br />2. Evaluate the long term viability of using the power plant property as a generating site <br />(peaking site). <br />3.
