Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: North Sebastian Phase 1 Septic to Sewer Approval of Cost Share Funding Agreement - <br />Amendment No. 1 <br />DESCRIPTIONS AND CONDITIONS: <br />On October 4, 2016, the Indian River County Board of County Commissioners (BCC) approved the FY 16/17 Cost - <br />Share Agreement between the St. Johns River Water Management District (SJRWMD) and Indian River County, <br />which is scheduled to expire June 30, 2018. On March 9, 2017, the project was advertised through Demandstar <br />and bids opened April 12, 2017. Since the subject project had an assessment component, those requirements such <br />as Resolution I (Providing) and Resolution II (Time and Place) had to be adopted with a final Resolution III (Public <br />Hearing) prior to issuing notice to proceed. On July 18, 2017, the BCC adopted Resolution III (2017-013), and notice <br />to proceed was issued August 10, 2017 to Timothy Rose Contracting, Inc. <br />ANALYSIS/ENGINEERING: <br />Since the issuance of notice to proceed, Indian River County experienced hurricane Irma in September 2017, and <br />Harvey that affected the Houston area in Texas late August 2017. These weather events had significant impact on <br />the manufacturing of High Density Polyethylene (HDPE) piping. Given the delay of material delivery and other <br />factors, the Contractor requested additional days. The additional days requested were approved by SJRWMD. <br />Therefore, the subject Amendment No.1 is to reflect the expiration date change from June 30, 2018, to <br />September 30, 2018. <br />FINANCING/FUNDING: <br />The above changes to the contract were merely extending the contract time and had no impact on pricing. <br />Therefore, there is no change to the original approved budget. <br />RECOMMENDATION: <br />Staff recommends approval of the attached Amendment No. 1 to the Cost Share Agreement between the St. <br />Johns River Water Management District and Indian River County, and requests the Indian River County Board <br />of County Commissioners authorize the Chairman to execute the same on their behalf. <br />ATTACHMENT(s): <br />Amendment 1 to the Cost Share Agreement between the St. Johns River Water Management District <br />and Indian River County for North Sebastian Phase 1 Septic To Sewer Project. <br />Page 1 of 1 <br />F:\Utilities\UTILITY- Engineering\Projects- Utility Construction Permits\IRC- North Sebastian S2S (M&M)\Admin\Agenda Items\Phase I\Agenda �� <br />North Sebastian Septic to Sewer Cost Share Funding -Amendment No.l.docx <br />
