Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: Maintenance Work at the Northern Containment Berm for Spoonbill Marsh. <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County Department of Utility Services (IRCDUS) owns and operates two (2) regional potable <br />water treatment facilities. The North County Reverse Osmosis (NCRO) Water Treatment Plant is rated <br />for 11.44 million gallons per day (mgd). The facility includes a brackish water man-made treatment <br />system named Spoonbill Marsh. Demineralization concentrate from the NCRO water treatment plant is <br />transmitted via a 16 -inch diameter pipe and blended with Indian River Lagoon water at ratios to achieve <br />compliance with Class III marine surface waters, then discharged to a 69+ acre marsh before exiting <br />through runnels to the Indian River Lagoon. The northern maintenance access berm between the <br />Florida Department of Transportation (FDOT) ditch and the Spoonbill Marsh site needs further <br />evaluation to establish safe elevations for current and/or anticipated future flows. <br />ANALYSIS: <br />Knight, McGuire and Associates, Inc., (KMA) has intimate knowledge of the subject area and is currently <br />the Engineer of Record for the property to the north owned by Indian River Land Trust. For these <br />reasons, staff reached out to KMA for a proposal to evaluate the requirements and implementation of <br />some of the maintenance activities due to their intimate knowledge of the site. KMA Work Order No. 1 <br />is provided in accordance with the Extension and Amendment of Continuing Contract Agreement for <br />Professional Services entered into on the 4" day of November, 2014, and Extension of Continuing <br />Contract Agreement for Professional Services entered into on the 24th day of October, 2017. The scope <br />is more specifically described in Work Order No. 1. The total negotiated cost for the Northern <br />Containment Berm Maintenance Evaluation in Work Order No. 1 is a lump sum amount of $28,500.00, <br />separated into four (4) tasks. <br />FUNDING: <br />Funding for the Northern Containment Berm Maintenance Evaluation is available in the Spoonbill Marsh <br />- Northern Containment Berm Maintenance account within the Utilities Operating Fund.
