CLARK <br />ORDER APPROVING FLORIDA POWER & LIGHT <br />COMPANY'S REVISED TARIFF SHEET NO. 6.300 <br />BY THE COMMISSION: <br />On June 23, 2017, Florida Power & Light Company (FPL or company) filed a Petition <br />For Determination Under Rule 25-6.115(12) and Approval of Associated Revised Tariff Sheet <br />6.300. In its petition, FPL has requested that the costs identified in Rule 25-6.115(8)(b), Florida <br />Administrative Code (F.A.C.), be excluded from the calculation of an applicant's underground <br />conversion contribution -in -aid -of -construction (CIAC) in certain circumstances and that those <br />costs be included in net plant in service. FPL has also requested approval of the associated <br />revised tariff Sheet No. 6.300, attached to this Order as Attachment A. <br />At the August 3, 2017 Agenda Conference, we suspended FPL's proposed revisions to <br />tariff Sheet No. 6.300 to allow our staff time to gather additional data.t On August 4, 2017 and <br />on September 6, 2017, FPL responded to Commission staff's first and second data requests. We <br />have jurisdiction over this matter pursuant to Sections 366.03, 366.04, 366.05, and 366.06, <br />Florida Statutes (F.S.). <br />BACKGROUND <br />Current CIAC Calculation <br />Rule 25-6.115, F.A.C., and FPL's tariff Sheet No. 6.300 provide the terms under which <br />applicants are to pay CIAC for the conversion of existing overhead distribution facilities to <br />underground. The CIAC is intended to cover the incremental costs FPL incurs resulting from a <br />conversion, over and above the cost of serving the conversion area with overhead facilities. <br />Overhead service is paid by all customers through base rates. In lieu of overhead service, <br />customers have the option of requesting to convert existing overhead to underground facilities. <br />Typically, municipalities request a conversion from overhead to underground facilities.
