To meet the current year <br />progress report requirement, the EDC has opted to readdress the <br />entire OEDP, instead of just submitting a progress report. The <br />EDC's decision to revise the OEDP was prompted by the availability <br />of more accurate data from the 1990 census, as well as a perception <br />that the county's economic development strategies needed to be <br />revised. <br />On August 18, 1992, the Board of County Commissioners reviewed the <br />then draft goals, objectives, and policies section of the Overall <br />Economic Development Plan for conceptual approval. At that time, <br />the Board conceptually approved the goals, objectives, and policies <br />with one minor change to policy 3.4 to indicate that both county <br />staff and the Professional Services Advisory Committee must review <br />and evaluate the county's Land Development Regulations for <br />elimination of --any unnecessary regulation. <br />Since board approval of the goals, objectives, and policies, there <br />has been only one change. This relates to policy 3.1. Based upon <br />further input by the utilities department as well as subsequent <br />Board direction, the timeframes for extension of water and sewer <br />_lines to commercial/industrial nodes reflected in policy 3.1 have <br />been reduced. -As revised, policy 3{.1 indicates that water and <br />sewer will be provided to that porti n --of the State Road 60/I-95 <br />Commercial/ Industrial (C/I) node west of I-95 by 1993, to' -%the I-95/ <br />County Road 512 Commercial/Industrial node by 1993-94, and to the <br />Osla Road/74th Avenue Commercial/ Industrial node by 1994-95. These <br />timeframes can be reduced further if demand warrants it. <br />ALTERNATIVES AND ANALYSIS <br />For the past several months, the EDC has met, reviewed the existing <br />overall economic development plan and developed set of goals, <br />objectives, and policies. These goals, objectives and policies <br />address the county's major economic development issues and <br />establish a long term economic development strategy for the county. <br />With policies ranging from marketing the county's economic <br />development potential to analyzing the feasibility of providing <br />economic incentives to attract industry, this plan provides an <br />economic development strategy for the county. <br />Throughout this process, the Economic Development Council has <br />reviewed and revised -the goals, objectives and policies as well as <br />other portions of the plan several times. <br />On October 27, 1992, the Economic Development Council approved the <br />attached Overall Economic Development Plan with some minor <br />revisions and directed staff to forward the revised plan to the <br />Board of County Commissioners for the Board's approval prior to <br />sending the revised plan to the Economic Development Administration <br />(EDA). <br />The Board of County Commissioners has three alternatives. These <br />alternatives are: to approve the revised OEDP as submitted and <br />direct staff to forward the plan to the Economic Development <br />Administration; to approve the OEDP with changes; or to reject the <br />revised OEDP. <br />RECOMMENDATION <br />The EDC and the staff recommend that the Board of County <br />Commissioners approve the attached Overall Economic Development <br />Plan (OEDP) and direct the staff to forward the plan to the <br />Economic Development Administration (EDA). <br />14 <br />M <br />
