Director Pinto added that <br />low pressure membranes result in tremendous energy savings. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously awarded <br />Bid 13022 to Wharton -Smith in the amount of <br />$2,345,000.00, as set out in the above staff <br />recommendation. <br />LEGISLATIVE DELEGATION ITEMS <br />Chairman Eggert announced that she asked staff to submit items <br />to take to the Legislative Delegation in early December. <br />Attorney Vitunac advised that there were no special requests <br />from the County staff, but the Utilities Department has several <br />recommendations. <br />Utility Services Director Terry Pinto requested that local <br />utilities be allowed to certify and permit their own lines instead <br />of involving the Department of Environmental Regulation (DER) in <br />the process, and that DER be involved in the effluent disposal <br />methods only, or perhaps the plant itself. The current procedure <br />for getting state approval for lines and road rights-of-way creates <br />a great deal of delay.
