Attorney Vitunac advised that there were no special requests from the County staff, but the Utilities Department has several recommendations. Utility Services Director Terry Pinto requested that local utilities be allowed to certify and permit their own lines instead of involving the Department of Environmental Regulation (DER) in the process, and that DER be involved in the effluent disposal methods only, or perhaps the plant itself. The current procedure for getting state approval for lines and road rights-of-way creates a great deal of delay.
