The State has been passing on an ever- <br />increasing share of Court system costs to the County, and he felt <br />we need legislation to prevent the State from doing this, because <br />these costs are increasing more rapidly than anything else in the <br />County's budget. Director Baird cited several examples of costs <br />previously paid by the State that the County now must pay. <br />Chairman Eggert pointed out that the hospital indigent study <br />group was talking about how to provide the community with more <br />cost-effective medical service, and the County ended up paying more <br />to the hospital. It is a problem all the way around. <br />Commissioner Scurlock felt that having the state adequately <br />fund what it mandates is a very important issue, and he believed <br />that the 3 percent cap on increases in property assessments will <br />compound the problem. <br />Commissioner Bowman predicted that the three percent cap will <br />be repealed once it is understood by the electorate. <br />Additional discussion ensued regarding the widening of State <br />Road 60, which will be a top priority item to be brought to the <br />Legislative Delegation. <br />Chairman Eggert indicated that any other requests should be <br />forwarded to her or to Attorney Vitunac. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board authorized out -of - <br />county travel for staff to attend the Florida <br />Association of Counties meeting. <br />Chairman Eggert commended Roland DeBlois for his hard work <br />above and beyond the call of duty in connection with the Land <br />Acquisition Referendum. <br />Commissioner Bird asked if John Orcutt will be honored for his <br />efforts, and Chairman Eggert replied that something is being <br />planned. She also thanked staff for their efforts in connection <br />with the business incentive program. <br />SAMARITAN CENTER HEALTH AND REHABILITATIVE SERVICES GRANT <br />Chairman Eggert announced that the Samaritan Residential <br />Center for Homeless Families applied for a grant to assist the <br />homeless through the Department of Health and Rehabilitative <br />Services and requested the Board's approval of their application. <br />24 <br />
