Director Keating explained that the subject property was <br />designated for Mixed Use in the old Comp Plan, which meant that <br />there was a mixture of uses and that the land use was going to be <br />driven by the zoning in the new Comp Plan. Old Dixie Highway <br />generally has been the boundary between residential on the west <br />side and commercial on the east side. <br />Commissioner Bird inquired about the improvements that are <br />planned for Old Dixie Highway in that area, and Public Works <br />Director Jim Davis advised that we are planning to 3 -lane Old Dixie <br />between 1st Street SW and SR -60, about a 3 -mile strip. We have <br />$150,000 earmarked to begin engineering, probably at the end of <br />this fiscal year. We will be looking at getting some consulting <br />design services. The problem we have on Old Dixie is right-of-way <br />availability. A lot of our projects are driven by purchasing <br />right-of-way, and when you go to rezone properties, that has a <br />tremendous effect on the value of the right-of-way. <br />Commissioner Macht asked how much right-of-way would be needed <br />in front of the subject properties, but Director Davis didn't know <br />the exact needs for this particular location. He explained that we <br />are looking at an 80 -ft. corridor of right-of-way for Old Dixie <br />Highway. In some areas, we have 50 feet and in some areas we have <br />even less, so it could mean as much as another 15-20 feet of <br />frontage off the subject properties. <br />Commissioner Adams asked the depth of Trevor Smith's northern- <br />most piece, and Director Keating advised that it is 158 feet and <br />the narrowest part of all the property is 110 feet. <br />Commissioner Adams recalled that the P&Z looked at a buffer <br />with CL which requires a minimum of 20 feet. Our buffering <br />requirements are such that you can have a narrower buffer if you <br />provide more density, but 20 feet is the minimum. <br />Commissioner Bird felt that Public Works would like to see an <br />elimination of so many curb cuts on Old Dixie. Unfortunately, in <br />this situation where you have individual lots zoned either <br />commercial or residential, they are grandfathered in. Unless they <br />were all combined into some overall project, as multi -family <br />residential might give you the ability to do, you are still going <br />to have 6 curb cuts there. <br />Chairman Eggert opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Attorney Bruce Barkett advised that this application is being <br />brought by Trevor & Phyllis Smith, Robert & Beth Wood, Michael <br />Jaholkowski, Ruby L.
