DESCRIPTIONS & CONDITIONS' <br />Since June 15, 1990, the Board of County Commissioners has <br />functioned as the Designated Official Planning Agency (DOPA) fpr. <br />transportation disadvantaged activities in Indian River County. *In <br />its capacity as the DOPA and with recommendations from the <br />Transportation Disadvantaged Local Coordinating Board (TDLCB), the <br />Board of County Commissioners reviews transportation disadvantaged <br />grant applications and, if appropriate, authorizes their submittal <br />to the state Transportation Disadvantaged Commission (TDC). <br />One such application annually considered by the Board is the non - <br />sponsored trip and/or capital equipment grant. The applicant for <br />this grant is the county's Community Transportation Coordinator <br />(CTC) - the Council on Aging. Since becoming the DOPA for Indian <br />River County, the Board of County Commissioners has authorized the <br />submittal of three "trip equipment" grant applications. These were <br />the FY 90-91 application, the FY 91-92 application, and the FY 92- <br />93 application. Each of these applications required local funds to <br />match state grant monies. <br />On September 20, 1990s the Transportation Disadvantaged Local <br />Coordinating Board (TDLCB) reviewed and recommended the approval of <br />the Trip/Equipment Grant for fiscal year 1990-91. Because the FY <br />90-91 grant involved funding of veterans transportation, the Board <br />of County Commissioners appropriated $6,692. The $6,692 <br />constituted the cash portion of the local match, while an <br />additional $6,692 in local matching funds was provided by the <br />Council on Aging as in-kind services. The state grant amount for <br />FY 90-91 was $40,154. Since the request for funds for the FY 90-91 <br />local match was made after the beginning of the fiscal year, the <br />source of the $6,692 provided by the Board of County Commissioners <br />was general fund contingency. <br />Subsequently, the Council on Aging submitted a trip equipment grant <br />application for FY 91-92. This application was reviewed by the <br />Transportation Disadvantaged Local Coordinating Board (TDLCB) on <br />September 18, 1991. The total amount of that grant application was <br />$72,453; with the state contribution being $54,340 (75%) of the <br />total funds, and the remaining balance (25%) consisting of local <br />match ($9056 cash and $9,057 in-kind). Although a $9,056 cash <br />match was identified in the Trip/Equipment grant application, no <br />funding source was delineated. Based upon a positive <br />recommendation from the Transportation Disadvantaged Local <br />Coordinating Board, the Board of County Commissioners approved the <br />application for submittal to the state Transportation Disadvantaged <br />Commission (TDC) which then approved the grant. <br />Having received the FY 91-92 grant funds from the state, the <br />Council on Aging is now obligated to provide the cash portion -of <br />_the.required local. match. The Council on Aging is requesting that <br />the Board of County Commissioners appropriate $9,056 from its <br />general fund contingency account to provide the cash portion of the <br />local match for the FY 91-92 trip equipment grant. <br />ANALYSIS m <br />The purpose of the trip grant funds is to provide both non - <br />sponsored trips for the transportation disadvantaged and capital <br />equipment to,be used for services provided to the transportation <br />disadvantaged. Specifically, FY 91-92 trip equipment grant funds <br />have been used to provide trips to qualified non -sponsored <br />transportation disadvantaged clients in the county. It,' is <br />estimated that the FY 91-92 :grant funds will provide for <br />approximately 6,000 trips. <br />79 <br />BOOK M F";E <br />NOV l 1992 <br />
