Section 101. 08. Board -Employee Relations. <br />Neither the board of county commissioners nor any of its <br />members shall in any manner dictate the appointment or <br />removal of any county employee except the county officers, as <br />_. defined in Section 101. 03, nor shall the board or any of its <br />members give orders or directions to any employee other than <br />board orders to a county officer. The board shall deal on all <br />matters or inquiries through the appropriate county officer. <br />Individual board members shall coordinate all inquiries or <br />requests for information that require research, reports, work <br />product or are time consuming through the appropriate county <br />officer. Nothing in this section shall preclude short <br />conversational inquires or discussions by board members with <br />employees provided said discussions or inquires do not <br />require follow-up research, reports, work product or action <br />by employees. <br />I recommend that staff be instructed to prepare an ordinance, using the <br />above language, for a public hearing as soon as practicable. <br />Commissioner Macht explained his reasoning and urged the Board <br />to hold a public hearing or workshop on this item. <br />Discussion ensued, and the Board agreed to defer this item to <br />allow more time for discussion. <br />ROLL CALL VOTE <br />The Board reviewed memo from Commissioner Macht dated November <br />18, 1992: <br />TO: Board of County Commissioners <br />FROM: Commissioner Kenneth R. Macht /1 <br />DATE: November 18, 1992 <br />RE: ROLL CALL VOTE <br />I believe that a requirement for a roll call vote on matters of importance <br />such as ordinances and resolutions will provide the public with an <br />immediate and accurate record of how its elected officials are voting on <br />a particular item. This procedure is in existence in several <br />jurisdictions throughout the state and in the City of Vero Beach. <br />Chairman Eggert preferred to have all members vote at the same <br />time to avoid any possibility of politicizing or grandstanding. <br />She also felt that a roll call vote is time consuming. <br />Commissioner Macht disagreed and said it is important for the <br />public to know how each Commissioner votes. <br />Commissioner Bird opposed a roll call vote and suggested that <br />the Chairman could clarify the voting when necessary. <br />59 <br />U 41992 BOOK 88 [', f on <br />
