The total cost to be assessed is $1,685,756.24. The cost <br />per square foot is $0.118570. This project contains 11055 Parcel <br />I.D.'s, including 1,416 parcels and platted lots, of which 1,277 or <br />90.18% are substandard or "undersized," according to Indian River <br />County's Comprehensive Plan, and the County Public Health Unit, <br />Division of Environmental Health, which require that new lots <br />utilizing well and septic systems be a minimum of one-half acre. If <br />served by a public water system, the lot may be reduced to <br />one-quarter acre in size. Lots not meeting these minimum standards <br />are called "undersized lots." <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Resolution III, <br />which affirms the preliminary assessment on the subject project.. <br />Commissioner Adams asked about density, and Mr. Chastain <br />replied that most of the areas included in this project are densely <br />developed and most of the lots are undersized. <br />Commissioner Bird wanted to know how essential the fire <br />hydrants are to the Emergency Services District and how much <br />oversizing the lines for fire hydrants increases the cost of the <br />projects, and Director Pinto felt that they are very essential, and <br />suggested that the Fire District could do a cost -benefit analysis. <br />Commissioner Bird commented that he would like the Fire Chief <br />to discuss this in depth with the Board. <br />Director Pinto reported that staff made an adjustment on one <br />lot that is so small it won't make a difference in the assessment. <br />He then reviewed the guidelines for determining assessments. If <br />staff feels there is a benefit to the property, the owner is <br />assessed. If the property does not have access to the water <br />system, or if the entire piece of property is serviced from another <br />source of water that already has been built by the County, it is <br />not part of the assessment. <br />Commissioner Bird asked if the Board was sitting today as an <br />adjustment board, and Attorney Vitunac advised that today the Board <br />has the power to adjust this assessment roll either up or down. <br />Once the gavel comes down on this meeting, there is no power to go <br />to a higher assessment than the one that has been set. <br />15 <br />BOOK 88 F',* 993 <br />
