Located <br />between 49th Street and 47th Street, and between 40th Avenue and <br />35th Avenue, the subject property is currently owned by Diane <br />Maynard Fillicetti. <br />The request involves rezoning the property from RS -6, Single -Family <br />Residential District (up to 6 units/acre) to RM -10, Multiple -Family <br />Residential District (up to 10 units/acre). As the contract buyer <br />of the subject property,. the Indian River County Housing Authority <br />(IRCHA) has initiated this request and plans to develop its 15.41 <br />acre parcel with 100 units of affordable housing for farm labor <br />families. <br />The subject property is graphically depicted on Attachment 2. As <br />shown, the property has an unusual configuration with several <br />narrow strips extending soutward from the major part of the <br />property. Because of this configuration, staff attempted to <br />contact adjacent property owners to determine if those owners would <br />consent to join in the rezoning to produce a squared off tract that <br />could be zoned RM -10. <br />While staff was able to contact most of the property owners and <br />secure indications either of approval or no objection for rezoning <br />the shaded area depicted in Attachment 41 that process was time <br />consuming. Because of advertising deadlines, staff had to <br />advertise for the rezoning public hearing prior to receiving <br />responses from all affected property owners. Consequently, staff <br />proceeded with the required legal advertising, identifying only the <br />IRCHA tract as the subject property. <br />32 <br />
