APPROVAL OF REDUCTION IN ANIMAL CONTROL LICENSE FEES FOR NON - <br />STERILIZED ANIMALS DURING RABIES VACCINATION CLINICS <br />The Board reviewed the following memo dated December 1, 1992: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandler, •ounty Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: December 1, 1992 <br />SUBJECT: Approval of Reduction in Animal Control License Fees For <br />Non -Sterilized Animals During Rabies Vaccination Clinics <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />During recent meetings with the area veterinarians, the Emergency <br />Services Division of Animal Control and the Humane Society, interest <br />was shown in providing four days in which rabies vaccination clinics <br />will be held in different areas of the County. The first clinic has <br />been scheduled for January 26, 1993, at the Gifford Community Center <br />and possibly another clinic the same day in the Fellsmere area. The <br />clinics would be beneficial to area residents in providing <br />vaccinations to dogs and cats at a reduced rate with the <br />veterinarians providing their time and expertise free of charge. <br />The veterinarians have agreed to provide this service free to the <br />animal owners if the County will provide them with professional <br />liability coverage during the clinics. The Risk Manager has located <br />one company, Western World Insurance Company, who has agreed in <br />writing to provide this coverage annually for $1,500 plus a $25 <br />dollar policy fee for a total of $1,525. Staff is recommending that <br />the County Commissioners authorize this expenditure from the animal <br />licensing program revenue account with a budget amendment. <br />The Humane Society has agreed to furnish the vaccination serum for <br />the clinic for a small charge of $5.00 per animal which the pet owner <br />would pay. The Animal Control Division would have staff at the <br />clinic to sell animal control licenses which would normally be $5.00 <br />for sterilized animals and $10.00 for non -sterilized animals. <br />Staff is requesting authorization to reduce the fee for non - <br />sterilized animals from $10.00 to $5.00 during the clinics in an <br />effort to encourage people to vaccinate and license their animals. <br />Approval of this request would assist the animal control staff in <br />their outreach program efforts to license all dogs and cats in the <br />county while encouraging responsible pet ownership. <br />ALTERNATIVES AND ANALYSIS <br />The local veterinarians have agreed to participate in this endeavor <br />without compensation except for the professional liability insurance. <br />The $5.00 charge for the vaccination would be payable to the Humane <br />Society with the funds being encumbered for supporting future clinics <br />at various areas of the county. The $5.00 for the animal control <br />license would be conveyed to an account set up for receipt of these <br />revenues with the insurance being paid from this account. <br />47 <br />DEC © 8 1992 BOOK 08 <br />
