project site consists of 23.94 acres and is located east of <br />Copeland's Landing Phase I (constructed) and Copeland's Land Phase <br />II (under construction). Copeland's Landing Riverside will connect <br />to, and is dependent on, Copeland's Landing Phase II for <br />infrastructure improvements such as access, water, sewer and <br />drainage. <br />ANALYSIS: <br />The owner's agent, Carter Associates, Inc., is now requesting final <br />plat approval for Copeland's Landing Riverside (Phase III) and an <br />extension of the existing contract to construct the required <br />improvements for Copeland's Phase II. The agent has submitted the <br />following: <br />1. A final plat in conformance with the approved preliminary PRD <br />plat/plan; <br />2. Completed Contracts for Construction of Remaining Required <br />Improvements (Phase II, Phase III, and Mosquito Impoundment <br />Improvements); <br />3. Engineer's Certified Cost Estimates for the remaining required <br />improvements (Phase II, Phase III, and Mosquito Impoundment <br />Improvements); and <br />4. Appropriate security arrangements acceptable to the County <br />Attorney's Office (Phase II, Phase III and Mosquito <br />Impoundment Improvements). <br />•Phase I1 Contract/Security Extension <br />Final plat approval for Copeland's Landing Phase II has been <br />granted and the final plat has been recorded. The developer has <br />bonded -out all required improvements for final plat approval and is <br />currently constructing Phase II subdivision improvements. The <br />letter of credit guaranteeing the construction of required <br />improvements will expire February il, 1993. The applicant is <br />requesting that the Board of County Commissioners extend the <br />contract date for Phase II and accept a new letter of credit to <br />guarantee construction. All appropriate documentation related to <br />this request has been submitted to and reviewed by county staff. <br />No county staff have objected to this request. <br />•Wetlands Mitigation Contract/Security <br />As part of Copeland's Landing Riverside (Phase III) approval <br />extensive wetlandsmitigation work was required in addition to <br />normal subdivision improvements. This mitigation work related to <br />the existing mosquito impoundments. Although the wetland <br />mitigation relates to the Riverside PRD (Phase III), the work will <br />be guaranteed under a separate contract and Letter of Credit. The <br />applicant is requesting that this contract and Letter of Credit be <br />approved by the Board of County Commissioners in conjunction with <br />the Riverside PRD approval.
