L. Approval of Surety Bond for Broadus Sowell, Trustee, Indian <br />River Memorial Hospital District Board <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Adams, the Board unanimously accepted <br />the surety bond for Broadus Sowell, Trustee, Indian <br />River Memorial District Board. <br />COPY OF SURETY BOND <br />IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />EXPLANATION OF ENVIRONMENTAL HEALTH BY MICHAEL GALANIS <br />Mike Galanis, Director of Environmental Health for 10 years, <br />gave an overview of the Environmental Health Department. <br />Environmental Health is part of the Health Department, which is <br />directed by Dr. Bernard Berman. We are in HRS District 9, which is <br />governed out of West Palm Beach. There will be changes early next <br />year and we will be in District 15 out of St. Lucie County. This <br />will provide more local input in the HRS structure and therefore <br />more local input into the Health Department. Environmental Health <br />is supported by both state and local funds and was organized under <br />Chapter 154 of the Florida Statutes which basically sets down all <br />local health departments as joint agencies of state and local <br />government. Environmental Health receives over half a million <br />dollars yearly from the Indian River County Board of County <br />Commissioners. Indian River County Board of County Commissioners <br />built the new health facility, and everything purchased by the <br />Health Department, regardless of the source of funds, is owned by <br />the Board of County Commissioners. <br />For the past 10 years, Director Galanis served on site plan <br />committees for the County, City of Vero Beach, and City of <br />Sebastian and provided input related to water and sewer to all <br />developers before they submitted their plans. Environmental Health <br />helped develop the County's master plan for water and wastewater. <br />Environmental Health employs 9 full-time professional staff and 3 <br />clerical staff. In the middle 80s that department had 12 full-time <br />professional staff and three clerical staff until the Department of <br />Business Regulations assumed responsibility for food inspection. <br />The Environmental Health Department consults with developers <br />regarding county and state regulations and agencies, and advises <br />when they must be contacted. <br />Environmental Health also seeks out contracts with other state <br />agencies.
