In addition, this policy states that all <br />industrial uses must be located within an existing or future urban <br />service area. <br />Since the =subject property is located within a commercial/ <br />industrial node within the county's urban service area, the <br />proposed request is consistent with Future Land Use Policy 1.17. <br />- Future Land Use Policy 4.3 <br />Future Land Use Policy 4.3 states that activity centers, such as <br />industrial centers, shall be located within commercial and <br />industrial nodes to ensure efficient utilization of the <br />transportation network. Since the subject property is within a <br />commercial/ industrial node, the proposed request is consistent with <br />Future Land Use Policy 4.3. <br />- Economic Development Policies 1.1, 1.4, and 1.5 <br />These policies state that the county shall: <br />• encourage the expansion of <br />attraction of new industries <br />"high tech" industries. <br />existing businesses and the <br />and businesses, including clean <br />• promote the growth of businesses which provide skilled and <br />semi -skilled jobs with salaries higher than minimum wages. <br />• focus its industrial expansion efforts on attracting and <br />expanding clean, small-scale light manufacturing and assembly <br />concerns. <br />Granting this request would increase the number of industrial sites <br />within the county. Presently, there is only one area within this <br />node that is near four major roads, platted, has water and <br />wastewater service available, and is industrially zoned. This is <br />the Pine Tree Industrial Park which is 100% occupied and adjacent <br />to the shbject property. Rezoning the subject property to IL would <br />implement Economic Development Policies 1.1, 1.4, and 1.5 by <br />creating industrially zoned property with the necessary amenities <br />to attract well paying, small-scale, clean, high-tech, light <br />manufacturing industries. Therefore, the proposed request is <br />consistent with Economic Development Policies 1.1, 1.4, and 1.5. <br />Potential Impact on Environmental Quality <br />It is staff's position that the proposed rezoning would have no <br />adverse impacts on environmental quality. Since each existing lot <br />on the subject property is under 5 acres in size, county native <br />upland preservation requirements do not apply. Removal of <br />.protected trees on site, however, will be subject to the county's <br />tree protection ordinance criteria. In addition, any <br />jurisdictional wetland identified on site will be subject to <br />applicable regulatory permits prior to alteration. Given these <br />factors, staff has determined that the proposed IL zoning will not <br />result in any additional environmental impacts than would occur <br />with the existing CH zoning of the property. <br />Conclusion <br />The requested zoning is compatible with the surrounding area, <br />consistent with the goals, objectives, and policies of the <br />comprehensive plan, and meets all applicable concurrency criteria. <br />The subject property is located in an area deemed suitable for <br />industrial uses, and the request has met all applicable criteria. <br />For these reasons, staff supports the request. <br />15 <br />.SAN 5 1993 8MK <br />^r 4 <br />
