seem to be large and extensive, and their reasoning is that the <br />sand would last for a longer period of time. <br />Chairman Bird asked whether the City's proposed plan has a <br />time table as to when we will start seeing a positive benefit from <br />it. <br />Director Ragsdale could not give a construction time estimate. <br />The reef would stop the erosion, which would show an immediate <br />impact. If a dune system were put in place, it would result in a <br />recreational beach most of the time, with some winter erosion and <br />summer accretion. The City has been in contact with the DNR and <br />Florida Department of Transportation (DOT) about use of the rubble <br />from the Merrill Bridge for the reef, but that rubble would not be <br />available for about 3 years. <br />Chairman Eggert stated that the public is interested in what <br />is being done at Humiston Park, and Councilman Pease reported that <br />the dune will be replaced to protect the concrete boardwalk. <br />Replacement is the only activity that is permitted to avoid further <br />erosion of the dune. <br />City Manager Tom Klaric reported that the plan was to defer <br />placing sand on the Humiston Park Beach until early in the spring, <br />but because of requests from the public and from tourists, that <br />sand will be placed earlier. <br />Chairman Bird expressed a sense of urgency and emergency <br />regarding the beach project because of the buildings and asked <br />whether the City has the same sense of urgency. <br />Director Ragsdale agreed that the timetable should be <br />accelerated. <br />City Manager Klaric stated that the experimental dewatering <br />project is going forward and that one of the conditions of that <br />project is that sand must be placed on the beach in advance of the <br />dewatering system. <br />Chairman Bird asked, and Director Davis responded that the <br />Corps plan is usable. There are surveys that need to be done, but <br />much of the Corps' design work can be utilized. <br />Commissioner Macht's impression was that the Corps' proposal <br />was considered extreme. <br />Director Davis stated that there must be a local sponsor for <br />any project. Sponsorship of the project that was identified as the <br />Corps' project was transferred from the County to the City of Vero <br />Beach through Resolution 87-133. That project changed over the <br />years, but it still remains the Corps' project. <br />Commissioner Eggert asked whether the authority would remain <br />with the City if a new project appeared on the horizon; or whether <br />the County would take back that authority for a new project. <br />5 <br />BOOK <br />JAN 7 1993 <br />
