� � BOOK � FAIT <br />JAS, V A-90 <br />PUBLIC DISCUSSION - PETITION CONCERNING THE NEW FACILITY PROPOSED <br />BY MACHO PRODUCTS INC. <br />Commissioner Adams advised that she put this public discussion <br />_y on the agenda today in response to a request by North County <br />residents who have concerns about pollution emissions from the <br />proposed Macho Products facility in Sebastian. <br />Chairman Bird noted that the request for site -plan approval <br />will be addressed at the Thursday, January 14, 1993 Planning and <br />Zoning Commission meeting and that -today's discussion is to address <br />the concerns about environmental control. However, the County has <br />no jurisdiction over air quality. The Florida Department of <br />Environmental Regulation monitors toxic emissions. <br />Director Keating presented the following memo dated January 8, <br />1993: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP P.MK <br />Community Development Director <br />DATE: January 8, 1993 <br />SUBJECT: MACHO PRODUCTS, INC. <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at their <br />meeting of January 12, 1993. <br />DESCRIPTION & CONDITIONS: <br />For almost a year, representatives of Macho Products, Inc. have <br />been communicating with County staff regarding the construction of <br />a manufacturing facility within Indian River County. Recently, <br />Macho formalized this communication by filing an application for <br />site plan approval. That application has been reviewed by staff <br />and considered by the county's technical review committee. The <br />site plan is ,now scheduled for consideration by the Planning and <br />Zoning Commission at its meeting on Thursday, January 14, 1993. <br />The Planning and Zoning Commission's action on this matter will be <br />final unless that action is appealed, in which case the issue will <br />come before the Board of County Commissioners. <br />One issue which has arisen regarding the proposed Macho site plan <br />relates to air emissions and their potential effect upon air <br />quality. Not only is air quality an important .*issue, but it is <br />also a complicated issue. In terms of air quality, the county does <br />not have any problems at this time; consequently, there are no <br />county staff with expertise in this area. That,*however, does not <br />mean that air quality will not be considered in this case. <br />16 <br />
