JAN 12 199 <br />BOOK 88 PAGE 500 <br />Dr. Tyner explained that toluene and methyl ethyl ketone (MEK) <br />are chemicals used by all of us in our daily lives. Over 90% of <br />all toluene is used in gasoline. There is a concern that toluene <br />is used in TNT, but she explained that it is actually very <br />different from TNT. She recognizes that everyone is concerned <br />about chemicals in the environment, but the U.S. Department of <br />Health has learned that the level of toluene inside our homes is <br />higher than outside. Both MEK and toluene are biodegraded into <br />harmless compounds fairly rapidly; and their lifetime is -only about <br />a day. <br />Dr. Tyner discussed the following permit application process: <br />AIR PERMIT APPLICATION PROCESS <br />Construction Permit Application <br />Reviewed by Orlando for Minor Source. <br />Best Available Control Technology <br />Not required for Minor Source but still achieved. <br />Florida "No Threat" Levels Required <br />OPERATING PERMIT APPLICATION <br />Reviewed by Orlando for Minor Source. <br />Air Quality Test performed by Independent Test Firm. <br />Compliance Report Provided. <br />Chart recorder required. <br />Yearly testing required. <br />Dr. Tyner emphasized that the FDER is very aggressive and the <br />public can put their trust in them. Macho will have to get <br />approval before they can even start construction. After approval <br />is given to start construction, they will have to submit quarterly <br />compliance reports. At the end of the first year they will have to <br />submit an annual report.- FDER will review that information, and <br />26 <br />
