APPROVAL OF RENEWAL OF EMS CERTIFICATE OF PUBLIC CONVENIENCE AND <br />NECESSITY FOR FELLSMERE VOLUNTEER AMBULANCE SERVICE. INC. <br />The Board reviewed the following memo dated January 5, 1993: <br />TO: _ Board of County Commissioners DATE: January 5, 1993 <br />THROUGH: Jim Chandler, Cqunty Administrator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />SUBJECT: Approval of Renewal of EMS Certificate of Public <br />Convenience and Necessity.for Fellsmere Volunteer <br />Ambulance Service, Inc. <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />On January 14, 1991, the Indian River County Board of County <br />Commissioners approved an EMS Certificate of Public Convenience for <br />the Fellsmere Volunteer Ambulance Service. The certificate was <br />necessary in order to comply with rules of the Florida Department <br />of Health and Rehabilitative Services for the volunteers to provide <br />EMS service in the Fellsmere area. <br />The certificate was issued for a period of two years pursuant to <br />the Indian River County Code of Laws and Ordinances, specifically <br />Chapter 6.50. The certificate will expire on January 14, 1993, and <br />the renewal process should be accomplished prior to that date. <br />ALTERNATIVES AND ANALYSIS: <br />The Indian River County Code provides for routine renewal of the <br />EMS Certificate of Public Convenience and Necessity on application <br />by the certificate holder. This can be accomplished without a <br />public hearing if the Board has no reason to believe that the <br />public health, safety, and welfare require it. <br />An application has been received from the Fellsmere Volunteer <br />Ambulance Service, Inc., requesting renewal of the certificate. <br />The EMS Director and the Medical Director have reviewed the <br />application and certifies no reasons are known or perceived that <br />would require a public hearing pursuant to the established <br />ordinance. <br />The certificate if approved, would be issued under the auspices <br />and authority.of the County ALS License and monitored by the EMS <br />Director and-- the Medical Director for compliance with state <br />statutes, administrative rules, and the Indian River County Code of <br />Laws and Ordinances. <br />RECOMMENDATION: <br />Staff respectfully requests that the Board of County Commissioners <br />approve and renew the EMS ALS Certificate of Public Convenience and <br />Necessity for the Fellsmere Volunteer Ambulance Service to be <br />effective a period of two years. . <br />63 <br />BOOK 88 NVIF . <br />
